How to do master data cleansing for agricultural inputs in Brazil

How to clean up crop protection, fertilizer and seed master data with Brazil's Agrofit, SIPEAGRO, RNC and Renasem: what to check in bulk and who decides.

To clean up agricultural input master data in Brazil, use the official registration as the matching key. For crop protection products, the reference is the registration number with Brazil's Ministry of Agriculture and Livestock (MAPA), checked against the open Agrofit dataset; for fertilizers, inoculants and soil correctives, the MAPA registration of the product and of the establishment; for seeds, the cultivar listed in the RNC and the supplier listed in the Renasem. Whatever matches the official data can be checked in bulk; hazard classes, registration status and records with no match go to the agronomist, the tax team and procurement.

A hypothetical but common scene: the farming team asks for a new herbicide material. The analyst searches by name and finds four codes. One has the brand name in the description, another only the active ingredient, a third has the brand and a 20 liter container, and the fourth was created as "HERBICIDE MISC". None of them has the MAPA registration number filled in.

With the request stuck in the queue, she creates a fifth one. At the next purchase, nobody can tell whether two of those codes are the same product in different containers, two brands under the same registration, or two products that only share the same active ingredient.

This guide covers what is specific to agribusiness within material master data cleansing: how to use MAPA's official registrations to check the data that already sits in the ERP. The description standard for inputs is covered in the article on descriptive standardization of materials for agribusiness, and 4MDG's work with growers, cooperatives and dealers is on the agribusiness page. The rules below are Brazilian and apply to products registered in Brazil.

What does Brazilian law say about crop protection product registration?

Law 14,785/2023 (Lei 14.785/2023), Brazil's pesticide law, states in article 3 that pesticides, environmental control products, technical products and related products "may only be researched, produced, exported, imported, sold and used if previously authorized or registered with a federal body" (our translation). Article 4 states that the federal body in charge of agriculture is the registering body (Law 14,785/2023, consolidated text, Chamber of Deputies).

Three definitions in article 2 help organize the material master (our translations):

  • Active ingredient: "chemical agent, alone or mixed with biologicals, that gives efficacy to pesticides, environmental control products and related products" (wording given by Law 15,070/2024).
  • Technical product: a product obtained from raw materials, intended to produce formulated products or premixes, with a defined content of active ingredient and impurities.
  • Formulated product: a pesticide, environmental control product or related product obtained from a technical product or premix through a physical process, or directly from raw materials.

The formulated product is what a company buys and applies in the field, and it is what shows up in the material master. Article 39 of the law also states that sales to users require an agronomic prescription issued by a legally qualified professional, except as provided in the regulations. In our reading, this alone shows that crop protection master data is not a matter for the data team only.

The reference for checking these products is Agrofit. According to MAPA, it is the "database of information on agrochemical and related products registered with the Ministry of Agriculture" (our translation), with open access (MAPA, Agrofit). The same content is on the ministry's Open Data Portal, with the resources "Produto Formulado" (formulated product) and "Produto Técnico" (technical product) as CSV files (MAPA Open Data, Agrofit).

How do you use Agrofit to clean up crop protection product data?

1. Download the formulated product file

For bulk checks, the file is more useful than searching screen by screen. The "Produto Formulado" resource has the columns NR_REGISTRO, MARCA_COMERCIAL, FORMULACAO, INGREDIENTE_ATIVO, TITULAR_DE_REGISTRO, CLASSE, MODO_DE_ACAO, CULTURA, PRAGA_NOME_CIENTIFICO, PRAGA_NOME_COMUM, EMPRESA_PAIS_TIPO, CLASSE_TOXICOLOGICA, CLASSE_AMBIENTAL, ORGANICOS and SITUACAO. Column names and values are in Portuguese. Keep the download date with the file, because the ministry updates the data.

2. Reduce it to one row per registration

In the file we checked on November 4, 2026, each row is a combination of registration, crop and pest. The same NR_REGISTRO repeats across many rows. If you match the material master directly against this file, each item will match several times.

We recommend building a reference table first, with one row per NR_REGISTRO and the product columns (brand, formulation, active ingredient, registration holder, class, toxicological and environmental classes, status). Crop and pest go in a separate table, if the farming team wants to use them.

3. Use the registration number as the key

Names, brands and descriptions change from one entry to the next. The registration number identifies the registration with the federal body. That is why we recommend making it a mandatory attribute for crop protection materials and the key for every check against the official data.

If your current data has no such field, the first task is to fill it in from invoices, supplier data sheets or labels, reviewed by someone from the technical team.

4. Separate brand from registration

In the file we checked, the MARCA_COMERCIAL field can list more than one brand under the same registration, separated by semicolons. In addition, article 15 of Law 14,785/2023 provides for the registration of an identical product, with identical qualitative and quantitative composition, the same manufacturers or formulators, the same intended use and the same doses, "and only a different brand name" (our translation).

Our reading for master data: a different brand is not, by itself, a different product, and it is not, by itself, a duplicate either. The right question is whether the two codes point to the same registration. Whether the company keeps one code per brand or one per registration is a decision for procurement together with the farming team.

5. Check active ingredient, concentration and formulation

In the file, INGREDIENTE_ATIVO gives the name, the chemical group or a biological indication in parentheses, and the concentration with its unit. An example, translated: "2,4-D (aryloxyalkanoic acid) (406 g/L) + picloram (pyridinecarboxylic acid) (103.6 g/L)". Mixtures are joined by "+". FORMULACAO comes with an abbreviation and a name, such as SC (suspension concentrate), EC (emulsifiable concentrate) or WG (water dispersible granules).

We recommend splitting these into separate attributes in the material master: one active ingredient and concentration pair per component of the mixture, and the formulation by its abbreviation. Comparison and descriptions get easier. Two brands with the same active ingredient but different concentrations or formulations are different products in the master data, even if the current descriptions look the same.

6. Check holder, class and status

TITULAR_DE_REGISTRO identifies the registration holder. EMPRESA_PAIS_TIPO lists companies with their country and role, such as formulator or handler. CLASSE_TOXICOLOGICA comes as a category, for example "Category 4, slightly toxic product" in translation, and there is also a "not classified" value. In the file we checked on November 4, 2026, the SITUACAO column indicates whether the registration is active (a true or false value).

Holder and formulation can be compared in bulk. For toxicological class, environmental class and status, we recommend going to the agronomist or technical lead before changing anything because, in our reading, warehousing, transport and safety teams may rely on this information.

7. Treat packaging as a company attribute

The formulated product file does not include packaging or container volume. That is an attribute of the company's own master data. The same registration can have different codes for a jug and a drum, and that is not a duplicate. We recommend storing container type and volume in dedicated attributes, outside the free text description.

What about fertilizers, inoculants and soil correctives?

Here the reference changes. MAPA keeps registrations of establishments and of fertilizer, inoculant and soil corrective products, with requirements and guidance published on its product registration page (MAPA, registration of establishments and products).

To check the supplier, the route is SIPEAGRO, which in MAPA's open data holds "data on the registration of Agricultural Establishments and Products" (our translation). The "Fertilizantes" resource lists, per establishment, state, municipality, NUMERO_REGISTRO_ESTABELECIMENTO, STATUS_DO_REGISTRO, the masked CNPJ (Brazilian company tax ID), company name, trade name, area of activity, activity (such as producer, importer or trader) and classification (MAPA Open Data, SIPEAGRO).

Our reading: this file checks whether the supplier is a registered establishment and what its registration status is. It does not check the product item by item. For the product, we recommend storing the registration number provided by the supplier as an attribute and keeping the source document.

As master data attributes, we recommend (this is data practice, not a legal requirement): N, P2O5 and K2O content where applicable, physical nature (solid or fluid), form (granulated, powdered) and packaging. The agronomy team validates the content values.

How do you check seed master data?

Law 10,711/2003 (Lei 10.711/2003) creates within MAPA the National Seed and Seedling Registry (Renasem), in article 7, and the National Cultivar Registry (RNC), in article 10. Under article 8, anyone who produces, processes, packs, stores, tests, sells, imports or exports seeds and seedlings must be listed in the Renasem. Under article 11, production, processing and sale depend on the cultivar being listed in the RNC beforehand, and paragraph 1 states that the cultivar listing must be unique (Law 10,711/2003, Chamber of Deputies).

For master data, that means two checks. On the item, the reference is the cultivar listed in the RNC: we recommend having the cultivar as its own attribute, separate from species and packaging. On the supplier, the reference is the Renasem listing, which belongs in the business partner record and supplier qualification. We recommend reviewing two codes with the same cultivar, species and packaging: they are strong duplicate candidates.

What can be checked in bulk, and what needs a decision?

The decision column is our recommendation, not a MAPA rule. Adjust it to your company's structure.

How do you handle duplicates and records with no registration match?

Duplicates

With the registration filled in, the analysis becomes more objective. Same registration and same packaging is a strong duplicate candidate. Same registration with different packaging means different items. Different registrations with the same active ingredient are different products, even if they target the same pest. The criteria for choosing which code stays and how to take the other out of use are in the guide on how to identify duplicate materials.

Registration not found

When the number in your master data does not appear in the official data, do not draw conclusions about the product on your own. We recommend checking, in this order:

  1. Typing or format errors in the number (zeros, dots, spaces). Remove leading and trailing spaces from the number on both sides of the match, in your master data and in the official data, because NR_REGISTRO can come with extra spaces in the file.
  2. An input of another type recorded as a crop protection product, such as a fertilizer or inoculant, which has a different reference.
  3. The source document: invoice, label, supplier data sheet.
  4. The date of the downloaded file.

If the registration still has no match after that, the item goes to the agronomist or technical lead and to legal, with the history of the check. Until there is a decision, we recommend flagging the item as pending, without deleting it.

What does this look like in practice? (hypothetical example)

Hypothetical example, created only to illustrate. Not a customer case.

A cooperative has three herbicide codes: "Brand Alpha", "Brand Beta" and "Herbicide Alpha jug". None of them has a registration number.

  1. The team fills in the registration from the invoices. "Brand Alpha" and "Herbicide Alpha jug" point to registration X. "Brand Beta" points to registration Y.
  2. In the data reduced to one row per registration, registration X shows "Brand Alpha; Brand Gamma" in the brand field. Registration Y has the same active ingredient, with a different concentration and formulation.
  3. "Brand Alpha" and "Herbicide Alpha jug" are the same registration. Packaging decides: one is recorded with no packaging, the other as a jug. Procurement confirms it only buys the jug, and the code with no packaging goes into the merge queue.
  4. "Brand Beta" stays as a product of its own. The same active ingredient does not make it the same product.
  5. The toxicological class of X in the master data differs from the official data. The data team does not correct it directly: it goes to the technical lead, who confirms and approves the change.

Where to start

  1. Split your input data into crop protection products, fertilizers, inoculants and soil correctives, and seeds. Each group has a different official reference.
  2. Create the missing attributes: registration number, active ingredient and concentration, formulation, holder, cultivar, packaging and volume.
  3. Download the Agrofit formulated product file and reduce it to one row per NR_REGISTRO. Keep the download date.
  4. Fill in the registration for items without a key, using source documents, and match them against the official data.
  5. Check fertilizer suppliers in SIPEAGRO and the Renasem listing of seed suppliers.
  6. Set up the decision queues: agronomist for class, status and unmatched registrations; tax team for classification; procurement for merges and packaging.
  7. Start with the highest spend items. ABC prioritization helps order the batches, and the material master cleansing checklist covers general fields such as unit of measure. Tax classification has its own walkthrough in the NCM review of the material master.

Frequently asked questions

Does Agrofit include packaging information?

Not in the formulated product file from MAPA's open data that we checked on November 4, 2026: it does not include packaging or container volume. That data belongs to the company's own master data and should come from the supplier, the invoice or the label.

How do you download the official crop protection data?

On MAPA's Open Data Portal, in the dataset "Sistema de Agrotóxicos Fitossanitários - Agrofit", resource "Produto Formulado", as a CSV file. Before matching it against your master data, reduce the file to one row per NR_REGISTRO, because each row is a combination of registration, crop and pest.

Are two brands with the same active ingredient the same product?

Not necessarily. Concentration, formulation and registration may differ. What indicates the same product is the same registration number: one registration can carry more than one brand, and Brazil's Law 14,785/2023 provides for identical products with only a different brand name. Compare by registration.

A crop protection product with no registration match: what should the master data team do?

Check the typing and format of the number, whether the item is actually another type of input, the source document and the file date. If there is still no match, flag the item as pending, without deleting it, and take it to the technical lead and to legal. The master data team should not decide on its own what the missing match means.

Seeds: what should you check in the master data?

That the item has the cultivar as its own attribute, referenced to its RNC listing, and that the supplier is listed in the Renasem, as Brazil's Law 10,711/2003 requires. We recommend reviewing two codes with the same cultivar, species and packaging: they are strong duplicate candidates.

How 4MDG can help

Checking master data against MAPA registrations is part of the method we use in agribusiness: assessment of the grower, dealer and input data, qualification and cleansing with verification against official sources, standardization and enrichment, integration with SAP and other systems, and ongoing governance. It builds on our material master data cleansing service, with deduplication, classification and rules at the point of entry, and on 4MDG's agribusiness work to give seeds, fertilizers and crop protection products a single description and proper attributes. To see where your data stands, request the free assessment or reach us through the contact page.
