What does this change in practice?

The difference shows up the day an exception is requested. With governance, the exception has an owner, a written reason and a record; without it, the exception becomes the new standard and nobody can say when that happened.

Does governance slow the process down?

It trades rework for checking up front. A record approved on the first pass does not come back from purchasing, tax or inventory — and it is that return trip that consumes time today.

Who defines the rules?

The area that owns the domain, supported by the people who operate it. A rule defined by IT alone is a rule the operation works around.
